Jose Luis Torres is a Cloud Engineer and Web Infrastructure Engineer with hands-on experience designing, deploying, and operating production-grade AWS environments for institutional and nonprofit organizations. He specializes in building secure, scalable, and cost-efficient cloud architectures that support real users in live production settings.

Jose owns end-to-end cloud infrastructure across AWS services including EC2, RDS (MySQL/MariaDB), S3, CloudFront, Route 53, IAM, VPC, Lambda, API Gateway, and ACM. His work includes migrating legacy and third-party hosted websites to AWS, designing AWS-hosted WordPress architectures, implementing CDN and caching strategies, and enforcing modern security best practices such as HTTPS enforcement, security headers, and secrets management.

Early in his tenure, Jose’s first major project involved untangling and completing a large, partially implemented website merger and redesign initiative that had passed through multiple developers without long-term ownership. The primary challenge was not execution, but understanding the intent, tradeoffs, and incomplete decisions behind prior work. Jose systematically audited the existing architecture, identified abandoned and conflicting plans, clarified objectives with stakeholders, and designed a cohesive technical and delivery strategy. He then executed that plan end-to-end, successfully stabilizing and launching the platform while restoring confidence in the organization’s web infrastructure.

Known for his ability to learn quickly in response to real-world needs, Jose developed much of his web and cloud engineering expertise directly on the job as organizational demands emerged. Within his first six months, he independently learned, implemented, and operationalized production infrastructure, rapidly progressing from onboarding to full technical ownership.

Today, Jose serves as the sole technical owner of web and cloud infrastructure, responsible for architecture decisions, uptime, security, and long-term maintainability. He regularly collaborates with leadership, marketing, and creative teams to translate business requirements into reliable, scalable solutions while driving ongoing improvements in performance and cost optimization.

Beyond engineering, Jose brings a strong background in leadership and operations. He has led large, cross-functional teams, built organizational systems from the ground up, and mentored emerging leaders—experience that strengthens his communication skills, ownership mindset, and ability to operate effectively under ambiguity and pressure.

Jose is an AWS Certified Cloud Practitioner and is actively advancing his cloud engineering expertise through the AWS Cloud Institute. He is passionate about continuous learning, solving complex problems, and contributing to teams that value clarity, accountability, and thoughtful engineering.
